FRISCO — The Town of Frisco is close to sealing the deal on a host of new ways to play, including a terrain park, tubing hill, bike park, skating rink and 4,000-square-foot day lodge.
The Frisco Planning Commission voted unanimously Thursday night to approve the package of recreational amenities, to be located at the Frisco Peninsula Recreation Area, at the southeast end of town. The plan will go before the Frisco Town Council for final approval on Feb. 23.
The Frisco Peninsula is an 807-acre finger of land stretching out into Dillon Reservoir. The town owns 220 of those acres, upon which the Frisco Nordic Center now sits. The area is also home to a disc golf course, playing fields, sledding hill and horse-drawn sleigh operation.
The proposed tubing hill will have a lift system, such as a magic carpet, to transport riders up a hill. At the top of the hill, guests will have a choice of five chutes to whiz down, each about 1,000 feet long.
Philip Sanderman, who lives near the PRA, told the planning commission he worried the tubing hill would rob his Waterdance neighborhood of peace and quiet. The town proposes to play music at the facility, as do other tubing hills at area ski resorts.
“My wife and I are very concerned about light and noise impacts to our community,” Sanderman said. “You don't need music at a tubing hill; you don't need music at a bike park.”
Assistant public works director Rick Higgins said speakers and lights would be angled directly toward the tubing hill. Furthermore, the project must comply with the town's dark-sky regulations to strictly limit light pollution and glare by all outdoor lighting.
“We're not planning to have disco night out there,” Higgins said. “We want to be good neighbors, and we're facing everything down toward the users.”
The planning commission recommended that the town council set specific operating hours for lights and sound equipment.
According to town officials, construction on the bike park, tubing hill and terrain park would likely begin this summer.
“The goal is to have the tubing hill open by Thanksgiving,” Community Development Director Mark Gage said.
